KUALA LUMPUR: The Road Transport (Amendment) Bill which proposes compounds for traffic summonses to be increased from RM300 to RM1,000, will be withdrawn.

Minister in the Prime Minister’s Department Datuk Seri Nazri Abd Aziz confirmed that the bill, which had been tabled for first reading in Dewan Rakyat on Monday and scheduled to be debated in a day or two, will be withdrawn.

“The bill will be re-tabled in the Parliament meeting in June,” he said, adding that he would have to explain to the Cabinet about the withdrawal of the bill, which has a total of 51 amendments.

Two other proposals – increasing the minimum age to apply for a motorcycle licence from 16 to 17 years and for only the Director-General of Road Transport to assign a number plate, will also be dropped.

He said the backbenchers had written to him, saying that the three proposed amendments were “not people-friendly.”

Nazri also said the RM1,000 proposed fine was deemed too harsh for the lower income group and the increase in mininum age of driving licence for motorcycle might affect students in rural areas, where motorcycle is their mode of transport to attend school.

The proposed amendment on car number plate to be assigned only by Road Transport may not be able to solve problems of forged number plate as well, he said.

Asked whether the u-turn on the bill was related to Hulu Selangor by-election, Nazri said it was not in his mind at all when he made the decision.

Backbenchers club deputy chairman Datuk Bung Moktar Radin said the MPs spent two days with Road Transport Department, Transport Ministry and other agencies to discuss about the proposed amendment.

He said discussions with them would continue in order to have a people-friendly bill.

Penang Chief Minister Lim Guan Eng also questioned the Government’s move to increase the traffic offence fine from the present RM300 to RM1,000.

The Bagan MP added the authorities should have concentrated more on enforcement and education for motorists instead of imposing higher fines.

“This bill was hastily passed without proper discussion in Parliament.

“It should be withdrawn and brought to a select parliament committee for further discussion.
“The authorities should have looked into the problem of lack of enforcement instead of increasing the fines.
“Many people have complained to me that the fines are excessive and the amount is more than they can afford,” he told reporters at the Parliament lobby.

Whilst aku sangat setuju dengan the nasi kandar fella, sebab what we are lacked of is education.

Realitinya, walau tinggi sekalipun denda, it all goes back to attitude. And correct me if I am wrong, on the road, kalau kita nampak kereta dah tak macam bentuk kereta, unsur serta elemen setan, iblis dan jin serta sepupu bunian pasti ada pada pemandunya.

Enforcement pulak tak cukup. Self prevention is the best tool.

Ramai yang nak jadik F1 driver. Kereta Kancil pun ada yang diubahsuai menjadi kereta BMW pada logo di stering. Cukuplah nok, itu jek mampu, kastemer kurang tempah pelamin.

Dan, bukan sahaja private cars sahaja yang bawak macam setan, ada jugak kenderaan milik jabatan kerajaan mahupun agensi kerajaan yang dipandu ibarat setan kena petir. Setan kena petir camna?

Dulu, pernah aku nyaris berlanggar dengan kenderaan milik Pihak Berkuasa Tempatan Pasir Gudang yang tetiba memasuki simpang tanpa mempedulikan kereta aku datang dari arah depan. Mungkin dia terasa comel pada ketika itu, lantas membuat lintasan seperti setan kena petir.

Kenderaan milik kerajaan seharusnya lebih berhemah. Do we have any numbers to report on their way of driving? None. Of course, they will say report it to JPJ tapi it is NOT independent. We should have another number so that we can spend more money setting up the number. And lastly, nak tunggu telefon berjawab sama dengan nak tunggu dapat turn kita kat spital kerajaan.

The verdict is simple – kerajaan menguatkuasakan undang undang, menggubal undang undang, tetapi kakitangannya tidak mematuhinya. Hows that? And how do we see that? Mestilah kita fikir, buat apa aku nak ikut atau patuhi sedangkan diaorang sendiri main langgar jek. Right?

Case in point, recently I was picking up a colleague from Senai Airport. Drop off area is no parking zone. Understood that.

Arrived there immediately after the arrival of the flight carrying my colleague.

“Encik, nak ambik orang?” tanya seorang anggota polis bantuan airport itu.

“Taklah, saya saje jek bersiar siar kat sini, manalah tau kot dapat mata air kat sini,” tentunya bukan itu jawapan aku, sebaliknya aku menjawab – saya tengah cari kedai jual putu mayam.

“Ya encik, saya kejap jek ni, nak ambik orang,” aku cuba menghaluskan suara tapi gagal, namun ada sikit sikit bunyi manja, merengek – malangnya ia jugak gagal mendapat simpati brader polis bantuan tu.

“Dah jalan jalan,” katanya.

Aku pun gerak dari situ dan membuat satu u-turn yang sangat besar. Aku suka perkataan besar. Tak tahu kenapa.

Anyway, bila aku sampai semula ke tempat yang sama, aku nampak sebuah kenderaan berlogo PDRM masih tidak beranjak dan masih ada pemandu di dalamnya.

Bila nampak kereta PDRM itu tidak beranjak, aku rasa tidak ada keadilan sebagaimana wanita merasakan tidak adil kalau laki mereka kahwin lebih dan ternampak gambar laki mereka bergambar dengan menampakkan dada persis 20 tahun lalu dan tetiba kena denda pulak tu. Abis duit ai nak beli pinggan mangkuk kat Langkawi tauuuuu..

Aku berhenti at the same spot sebelum tu – which is few metres infront of the police car.

“Encik, tak boleh parkinglah sini,” the same polis bantuan approached my car.

“Encik, belakang tu kereta polis ke? Kenapa dia boleh parking?”

“Ohh dia tunggu inspektor narkotik,” katanya confident.

“Ye ker? Dia boleh parking kat sini pulak yek?” aku tanya.

Dia terpinga pinga.

“Macam nilah encik, saya pun taknak susahkan encik, apa kata encik mintak kereta belakang jalan dan saya pun jalan sekali,” aku memberikan satu idea yang sangat munasabah.

“Kalau encik rasa saya salah, then encik boleh saman kereta saya, tapi pastikan kereta belakang tu pun kena saman sekali, saya nak ambik gambar,” aku memberikan cadangan kedua kerana sebagai seorang yang adil, kita perlu beri pilihan pada orang.

Kesian brader tu, dia terus berlalu membebel bebel dan membiarkan aku park kat tempat drop off tu.

You see, it is not difficult to understand the law kalau kita sendiri yang kuatkuasakan. And the words – law abiding citizen mestilah dimaktubkan sekali pada kakitangan kerajaan, kerana mereka sebenarnya memberikan khidmat kepada kita dan they should earn our respect and not asking for it, or making us fear of them.

Ini tidak, the culture now is, we should be so fear of them sampaikan kita meluat dengan perangai mereka. That is NOT right.

Hakikatnya, penggubalan undang undang semata mata dengan menaikkan denda tidak memberi kesan yang cukup untuk mendidik. Preventive education is more important. We should spend more money on that instead. Ini termasuk mendidik cina cina bukit, india estet dan melayu bangang yang pandu kereta macam kera dapat keluar zoo. If you feel offended of the name calling, then you are living in denial.

Dan aku masih lagi tak dengar mana mana ahli parlimen yang bijaksana termasuk Abang Bung, untuk mencadangkan kepada Menteri Pengangkutan supaya mengawal harga pengambilan lesen memandu because it is fucking expensive! And yes, fucking a prostitute is much cheaper than getting a license in Malaysia. Literally. And so I was told.

Dan when you say that denda RM1000 is too harsh for low income group, itu maknanya kita lebih tertumpu pada denda semata mata. Letaklah sejuta ringgit sekalipun, kalau education fails, tetap gagal jugak.

What they DO NOT understand is, it is NOT about denda. Administering through fear? Salah tu. Orang akan lebih benci.

But then aku terpikir. Depa nak kisah apa, depa ada outriders. Depa pakai keta besor besor, ada drebar. Leadership by example? Apa tu? Tajuk novel?

  1. ada kawan ku kata, kalau denda sampai 1000 dia akan bawa lagi laju. alang2 nak kena sama walaupun terlebih berapa km/j je, baik terus memecut gila2~

    dan semalam, aku berlatih bawa 90 km/j sahaja. T___T

    mungkin kat kawasan tertentu je aku boleh kembali bawa 140 km/j. *sigh*

    The biggest problem dengan pemimpin kita ialah mereka tak pernah berada dan tidak pernah cuba untuk berada dalam any of people's shoes…

    Diorang tak pernah rasa bayar tol, tak pernah rasa isi petrol sendiri (even their personal car pun kasi duit kat driver je pegi isi), tak pernah rasa susah cari parking kat mana2 tempat, tak pernah rasa kena saman JPJ mahupun PDRM…

    So bila orang yang tak pernah demam, dia tak tahu mcm mana org demam rasa sakit badan…

    Then untuk nak tunjuk best dan tunjuk hero, they will come out with lots of ideas, yg selalunya merupakan idea dangkal.

    Ever heard of the-last time-tak jadi-sistem isi petrol pakai Mycard?Ala yang kononnya nak kasi subsidi pada yang berhak tu…diorang pernah ke rasa turun dr kereta, pergi kaunter, bayar, then dtg balik isi, then jalan…tak kira kalau peak hours kereta queue kat petrol station lagi…so plus the nak key in your mycard…mahu makan masa sejam nak isi minyak kereta kan…

    Then lepas banyak komplen, diorang u-turn tak jadi benda alah tu…

    Yang best pulak tu, enforcement tak pernah bagi good feedback…sepatutnya korang cadang kat Menteri2 berkenaan apa yg korang nampak bagus untuk dilaksanakan..tapi dek kerana suka mengampu dan mencium bontot, semua dibantai "good idea boss"…

    Aku penyokong dan kakitangan Kerajaan…but aku hentam bila tak betul…

    One simple thing aku nak bagi contoh…masa nak mansuhkan PPSMI dulu…semua diorang buat kajian..tanya Guru..tanya kakitangan Jabatan Pelajaran..tanya PIBG…tanya NGO…tanya Menteri…err..takde sapa pun tanya budak sekolah, walhal yang nak belajar ialah budak sekolah kan…

    They never asked clients…for them, clients will follow what we serve them..bila bnyk komplen then kita stop & u-turn, at that moment kita nampak macam hero la…kan..

    Semua kereta baru terutama MyVi dan Alza memang tak de lampu signal ye?

    Undang undang tak nak ikut, tapi bila kena saman, mula lah kelam kabut, cakap bohong, tipu sana sini, muntah darah ikut hidung, telinga, mata, bontot segala. Terutama mata peset tu.

  6. butol2.. org mesia ni xukur sandle dikaki sendri.. kete kancil letak turbo, slaluinye turbo ltak kt lori je.. education more important, agreed.. nex year naik 3000 lak, agaknya krajaan dah xde duit kot, sbb tu nak nek kn saman..
